With reference to your Excellency's letter of the 31st December last and previous and subsequent correspondence regarding the proposed use of the Peninsula between Long Harbour and Jones's Cove as a Naval Rifle Range;

I have the honour to inform your Excellency that the Colonial Government is prepared to hand over to the Admiralty so much of the Peninsula in question as may be required for a Rifle Range in exchange for the Naval and Association Range at Kowloon which, as you are aware, must be removed to provide for the laying out of the King's Park.

There is a certain amount of private property on the Peninsula, but the Colonial Government is ready to resume it, if it is found necessary, free of cost to the Admiralty.

I have to request your Excellency to be good enough to inform me whether this proposal meets with your approval.
